The Proposed Fort Banks Elementary School
Project involves comprehensive environmental consulting services for the
construction of a new elementary school located in the historic location
of Fort Banks Military Reserve, which was constructed in 1891. The former
8-acre military reserve consisted of many buildings including an ordinance
machine and repair shop, gas chamber, barracks, officer housing and an
officer’s club. The existing playing fields to the west were formerly
used for military vehicle maintenance and storage and as a staging area
for the former Winthrop Town Landfill. The property had been impacted
by pesticides, lead and arsenic. Additionally, north of the Site are located
the Belle Isle Marsh and Short Beach Creek an Area of Critical Environmental
Concern (ACEC).
Contracted by the project architect, DiNisco Design Partnership, Limited
of Boston, Massachusetts, Environmental & Construction Management
Services, Inc.’s Licensed Site Professional (LSP) is directing
all aspects of this project in accordance with the Massachusetts Contingency
Plan (MCP) 310 CMR 40.0000 and includes the following environmental consulting
services:
- UST removal management
- Subsurface exploration, soil and groundwater analysis
- Environmental Protection Agency (EPA) NPDES Permitting
- Numerical Scoring System (NRS) and Tier Classification
- Release Abatement Measure (RAM) Status Reports and Completion Report
- Bill of Lading preparation for pesticide impacted
soil
- Winthrop Conservation Commission Requirements
- Method 1 & 3 Risk Characterization
- Response Action Outcome (RAO) or Site Closure
- Public Notification Administration
